Multi-Residences Using Pesticides Need a License
As of January 1, 2007, multi-residence properties with four or more units must apply pesticides under license.
The Ministry of Environment requires that all property owners and managers, who apply pesticides, pass an exam on pest management and the safe handling of pesticides as well as register with the Ministry.
Pesticide application includes chemicals used for cockroaches, bedbugs, rodents and even weed management. Owners or managers who use professional pesticide application companies will not need to be licensed.

That is a tough one to respond to because there is no foolproof way to not be financially responsible in a strata complex unless you sell. Every time you have your wall opened up or a tradesperson come in there is a cost to all strata owners, the costs may be in smaller increments that are absorbed in the maintenance budget but ultimately every owner pays. You may want to consider documenting your concern in writing to the strata council and invite them to listen to the noise you are hearing. This may create a louder voice behind your concern and may prompt more action?
