our strata council brought in a motion to put a levy for maintenance costs. the motion failed. is there any specific time period to vote again on this motion or they can do it any time they want. and if a lien is put on the property, how the foreclosure works. how the property sale works?

To bring in another vote on a special levy the council would need to call a Special General Meeting or bring it up at the next AGM both of which require proper notice - 20 days of written notice.

If a lien is placed normally it stays on title and the owner will have to deal with it when they go to sell or when they go to refinance their property. The strata can take the owner to court if they want to force payment right away which would only result in a sale of the owner was not able to pay the amount owning.
