Someone is Watching Me

Someone is watching me; sometimes I can almost 'feel' eyes on me and sometimes I even hear voices. No, I am not suffering from delusion, paranoia or any other abnormal psychological illness, I am speaking about my 92-year-old next door neighbour.
Before we moved here a year and a half ago, we had read minutes that mentioned her yelling at children for making two much noise, at a visitors for parking too close to her garage even making one woman cry. There are over 50 complaints at city hall from this woman toward a single home owner to the point that there had to be a peace bond established to get her off of his back. There is not a neighbour in our 13 unit self managed strata who has ever said a good thing about her; she is known for being a troublemaker.
She has douced neighbours, thrown accusations, insults and even rocks!
Now we are on her "hit list". She yells at us every chance she gets. Whatever balcony we sit, listening and monitoring our every move. At first she would voice her concerns to us, but now that we don't acknowledge her presence (eliminating opportunity), she complains to her cat about us loud enough to hear. She has been the cause of many neighbours moving.
What can be done about this neighbour. Recently she wrote a letter to council to have our flower pots removed from the railing because they left dust on her balcony. Unfortunately our balconies are in line with each other and there is only a couple of feet between the two. She complains about us using water for fountains (umm.. they recycle water!), about spraying her yard when we spray our plants and the list goes on because she is relentless. My neighbours say that what she wants, she gets because she wears council out (our plants are off of the railing!). We can predict what she will complain about next.
Is there something that can be done about a neighbour like this? No person should have such negative power over clean and usually quiet neighbours. I have lived in Strata most of my life, and so I am familiar with the things that I need to be careful about. As I see it, something needs to done about her. But what?

Has anyone tried to be nice to her? Counter her meanness with super sweet and see what happens - bet you she is lonely. Give her a plant for her deck, give her a couple of cookies, don't ask, tell her you made them for her and force them into her hands.
According to the bylaws there is nothing you can do and half the things she is complaining about is not violating bylaws anyway.
