Strata not living up to Strata Bylaws

I know everyone has problems with stratas, but I'm curious if anyone has thoughts on what can be done when a strata council does not live up to the bylaws they have put in place?
I have spoken to and written a letter to the council, requesting something to be fixed, they acknowledge it needs to be done but have been waiting for 4 months now to do it.
I would prefer not to get a lawyer involved as yet because this is going to cost me money I can't get back unless I sue and win.
So what other options or government departments are there to deal with a strata?

I am attempting a "Voluntary Dispute Resolution" with my council on another S.P.A. matter, and during the process I found more that 15 seperate breaches of either the S.P.A. or our by-laws.
So once my first V.D.R. is over, I'm going to apply for another one regarding the non compliance with the Act and By-laws.
This is a good way to cover your ass if it does become a legal battle. If they ignore your requests, you should then file for arbitration (if you want to), and the matter will be decided upon by a non-bias third party.

I have been having similar problems with my strata except I have been waiting 2 - 3 years now. When I asked for a "hearing" two of the councillors were extremely defensive and basically couldn't understand why I needed to know when something would be repaired. As far one of the strata councillors was concerned I shouldn't be even asking when or what list am I on.
We have lived there for 10 years, but not until I went to this meeting did I realize the tunnel vision they have or the powertrip mentality some have. Although the t/h are 30 years old it is in a beautiful area. Unfortunately, they (strata)
are not keeping up with things and the "curb appeal" is going downhill. Does anybody have any ideas other than selling it???
