Presenting Notice of Motion

When presenting a Notice of Motion along with a Notice of Annual General Meeting, when is a seconder required: at the time of the written presentation or at the Annual General Meeting?

If your notice has 25% of the owner's signatures, there is no need for a second. Just be sure that all of the 25% are current with their Strata fees.

On a side note. At a recent General Meeting for my Strata I made a motion (that was seconded) and our current chairman disallowed a vote on the motion.

Does he have a right to do this? I felt he didnt and therfore walked out of the meeting. Not before calling the chairman, and council a bunch of fascist dictators.
