Creating a Section

We are having our AGM very soon and I want to propose the resolutions required for sectioning for Building A/B and Building C. I know that there are at least 3 resolutions that have to be passed and that different owners from the proposed sections have to vote on them. in addition each section has to elect a council. I imagine there are many Strata's that are trying to get this question answered.
Need advice very soon

Creekside - perhaps nobody responded to this post because they have little experience with this. Are you a self-managed strata?

No we are not self managed. Our strata manager is not really being helpful and seems to be dicouraging the idea because it will create more "work" for Him or he has taken sides and not representing the strata body as a whole and has been influenced by owners who are not in favor
