NOISES from above unit

I had been complaining to my strata about noises from upstairs unit.Letters after letters not the strata only listen to the other party BUT we didn't even have the chance to talk during the "joint meeting"Now we the suffering ones become the bad person.
NEED HELP AND ADVICE HERE?????????PLEASE TELL ME who or where should I turn to?????

Document the noise, with times and dates and types of noise, I would do that for at least a month, take it back to the strata council and demand that they act on your complaint.

What I do not understand is why you were not allowed to talk during the joint meeting. It cannot be a joint meeting if someone cannot speak at that meeting and have their side heard.
